internet excerption error 12031

hello everyone. i know this question has been discussed before but i am hoping for some insight. when i go to publish a page i get the error message above. here is what ive done to try and fix it: cleaned my computer. it now works better than when i originally built the web site. i tried two differrent ethernet cables. i tried no cables-wireless. reset the modem several times reset the router several times turned off the computer several times and still the error message each time i go to publish. does anyone have any ideas??
